Runway to Barangay Halls: The Heart That Leads Communal's Rise

 





Two years ago, in the 2023 barangay elections, former model Ingrid Joy T. Scalercio made history as the first female captain of Barangay Communal in Davao City’s Buhangin District. Today, she stands as the driving force behind one of the city’s fastest-growing barangays—proving that leadership is as much about grace as it is about grit.




Gifted with a strFrom iking presence that once graced the runway and a heart that beats for public service, Scalercio has seamlessly continued the legacy of good governance established by her adviser long-time former barangay captain and current first councilor Mark Galvez. Under her watch, tangible changes have transformed the daily lives of Communal’s residents.







The list of completed projects tells a story of progress: the concreting of roads in Purok 1 has smoothed out daily commutes, while Phase 1 of additional CCTV installations has boosted community safety. A new vehicle for the barangay police has strengthened their ability to respond to residents’ needs, and the monthly "Harap Mo, Linis Mo Program has fostered a culture of cleanliness and collective responsibility across the barangay.





But Scalercio’s vision doesn’t stop at what’s already done. Several key initiatives are still in the works, promising even brighter days ahead: a multi-purpose hall in Purok 8 that will serve as a gathering space for events and activities; improvements and rehabilitation of the barangay health center to enhance access to care; and ongoing road concreting in Purok 2 Dona Trinidad, Purok 2-A Cortez, Galo areas, and Purok 9-A.




What truly sets Scalercio apart—and makes her a blessing to Communal—is her innate commitment to serving every resident, regardless of their status in life. Her leadership blends strength with compassion, turning ambitious plans into real, meaningful change.




As Christmas approaches and the city looks toward 2026, the future of Barangay Communal shines brightly—guided by a leader who transformed her crown into a symbol of service and her platform into a bridge for progress.
